Police there say it began with a man found sleeping in front of a business Thursday morning around 7:30.
The owner notified police after staff were not able to get into the store.
Officers arrived and tried to persuade the man to leave.
But the man reportedly became aggressive and tried to engage in a fight with the officers.
He was taken to the detachment and later released.
20 minutes later, an officer detected the smell of gasoline outside the station.
It was quickly revealed that the same individual poured gasoline from a stolen jerry can onto the parking lot and clinched a lighter in his hand outside the cell block door.
The 38-year-old was arrested again and is being held for a bail hearing.
