Hanover Police charged a local driver after they were found passed out behind the wheel of vehicle last night around 9 pm.
The vehicle had been found idling at an intersection and once arrested the 56-year-old refused to provide a breath sample.
He was charged with impaired operation, refusal of proving a breath sample and open liquor in the vehicle.
His license has been suspended and vehicle impounded.
Hanover Police Chief Christopher Knoll says he should consider himself lucky because nobody died as a result of his actions.
