Like many communities along the Shoreline, businesses in Goderich were facing a labour shortage over the summer.
Mayor John Grace says part of the reason was many of the jobs were filled by students and now they have gone unfilled since the start of the school year.
Grace also believes the COVID pandemic is also hampering the job market.
He says it will still take some time before things return to normal.
